Making the Connections Project: Barriers to Public Engagement
The main objective of this study on the Barriers to Public Engagement undertaken for the Welsh Assembly Government was to
understand the institutional, economic and social barriers to engagement across the Public Sector in Wales. ORS undertook
100 in-depth telephone interviews with Council officers, community representatives and the voluntary sector, including

Development of a Rural Health Strategy for Wales
National Leadership and Innovation Agency for Healthcare (NLIAH) commissioned ORS to undertake an innovative programme of consultation
to contribute to a rural health strategy for Wales. The project involved consultation with clinicians, diverse focus groups with the
general public and special interest groups across Wales, discussion forums at agricultural shows and detailed analysis of feedback forms.

Provision of evaluation support and training to 62 Inequalities in Health Fund Research Projects – involving support to middle and
senior clinicians and managers on wide range of health promotion projects across the whole of Wales. In particular, the work covered
medical ethics, research design, surveys and sampling, qualitative research, report writing and evaluation.

National Cultural Audit survey for UK Fire and Rescue Services
ORS was commissioned by the Scottish Executive and Chief Fire Officers’ Association to develop and implement a UK-wide National Cultural
Audit survey for Fire and Rescue Service personnel, including systematic benchmarking comparisons. The project has been successfully implemented
for the eight Scottish fire services and is now being used by fire services across England, Wales and Northern Ireland.

Hampshire Combined Fire Authority and the Isle of Wight Council
ORS designed and implemented a programme of employee, public and stakeholder consultation regarding the proposed combination
of the Hampshire and Isle of Wight Fire and Rescue Services. ORS worked for both fire services also to the

Exeter and Torbay Strategic Housing Market Assessment
A Strategic Housing Market Assessment for the housing market areas of Exeter and Torbay which cover five local authorities and
Dartmoor National Park Authority. The study was based on a sample of 3,740 personal interviews and was fully compliant with all
aspects of the March 2007 CLG Practice Guidance.

Milton Keynes Continuous Housing Assessment
A unique project commissioned by Milton Keynes Council and jointly sponsored by English Partnerships to actively monitor the
constantly evolving Milton Keynes housing market. 2,400 personal interviews were completed in early 2006 as a base sample
for the study, with a further 800 personal interviews are being conducted each subsequent year to accurately monitor annual

Derbyshire Gypsy and Traveller Accommodation Assessment
ORS was commissioned by Derbyshire Travellers Issues Working Group (TWIG) to undertake a Gypsy and Traveller Accommodation
Assessment to assess the needs of Gypsies and Travellers over the next five years, including the needs of Showmen. The study
covered Derbyshire County, Derby City and all of the Peak District National Park.

Public Consultation on Hospital Reconfiguration in Hertfordshire
ORS was commissioned to undertake an independent analysis of over 6,000 complex public responses about controversial
hospital reconfiguration plans outlined in the consultation document, Delivering Quality Healthcare for Hertfordshire.
The findings were presented to the PCT Boards and enabled decisions to be taken without fear of judicial review challenges,
which earlier had looked likely.
